I have invariably declined writing letters to the Departments on the subject of appointments. Could I make an exception in any case, I should be most strongly tempted to do so in favor of one whom I have known as long & as well, & as favorably as I have known you & who has so many of the requisites & the ability, the integrity, the industry necessary to make a good officer .
